Driving licences in India are issued for different classes of vehicles, such as motorcycles, light motor vehicles and heavy or transport vehicles. The class you need depends on the vehicle you want to drive and whether you use it for personal or commercial purposes. The licence types section above lists the classes.
A learning licence is a provisional permit that lets you practise driving on public roads, while a driving licence is the full authorisation to drive independently. A learner must practise in the presence of a driving licence holder. A driving licence is issued only after you pass the final driving test.
Learning licence and driving licence fees are charged for each class of vehicle, so applying for more than one class increases the total fee. Adding another class to an existing driving licence carries its own separate fee. The fee tables above list each charge.
Separate charges apply for services such as driving licence renewal, a duplicate licence, change of address, adding a vehicle class, an international driving permit and appeals. These charges are listed in the fee tables above. Renewing a driving licence after the grace period also attracts an additional late fee.
A driving licence can be renewed within one year before or after its expiry date, and renewing early avoids the late fee that applies after the grace period. If the driving licence has been expired for more than one year, you may have to take the driving test again. The rules can vary by state, so check with your RTO.
If you fail the learning licence or driving licence test, you need to place a new application and pay the retest fee for the next attempt. A retest can be applied for only after a waiting period, which is longer after repeated failures in the driving skill test. The waiting period is explained in the section above.
The fee paid for a cancelled learning licence or driving licence application is not refunded. If the fee is deducted twice, you can contact your Zonal Office or State Transport Department with your original documents to get the extra amount refunded. A failed test needs a fresh application and retest fee.
Yes, you can apply for a learning licence and driving licence offline by visiting your nearest Regional Transport Office with the required documents and paying the fee there. You need proof of identity, proof of address, age proof and passport-sized photographs to apply for a learning licence or driving licence at the RTO. Carry the original documents for verification when you visit. Document requirements can vary slightly by state.
After you get your learning licence and practise under supervision, you must pass the driving test conducted by the RTO to receive your driving licence. The learning licence application itself involves a vision test and a written test on traffic rules. Your driving licence is issued only after you pass the driving test.
